I assume that's the Paragon action. No, the neutral action. Paragon convinces her that she's so evil, that she shoots herself, Saren style, and Renegade pistol-whips her mask.

I would not say "dominant" either, but those two seconds of screentime are enough to make reasonable guesses based on what we already know. Most see it as a sign of repressed urges of passion finally being released, I think the hypothesis works enough for what was presented.
