The Broker has to make a profit. She can't find someone to take the contract.

She either loses a **** load of money for early emancipation, or sells her to a few batarians to so she doesn't have to emancipate, and she gets SOMETHING for her time.

I agree, and while I now Garrus says that "Illium is just as dangerous as Omega once you fall off the grid", I don't think entering yourself into indentured servitude qualifiies as 'falling off the grid'.  If anything, thanks to the strict regulation and mountains of paperwork probably required to 'enslave' someone, you would be very visible to Illium's government.

There is no actual proof that indentured servitude is anything less than the slave broker described: a heavily regulation contract in which time served eventually equates to debts paid.
