The Council would flip out, thats for sure.  It would be a good way to play paragon or renegade, though.  You can't have such instabibilty with a war going on, so you eventually end up with two choices.

1) Start settling the batarians on a planet, although this will require some diplomatic wrangling, as you would need to take a garden world from someone else.

2) Round them up, stick em in camps.

Hmm. . . you raise a good point there.
I'll agree that it made sense and worked for that portion of the game and it would also make sense and work for all of ME3 since we're trying to stand against an oncoming armada, I just don't think it would be all that enjoyable for most players.

no it was still there but you had suc ha rediculous amoutn of time unless you blew it all mindlessly wanderign the wastes you can easily finish it with plenty of time to spare. B)

It was on a very limited scale though, with very limited consequences.  People, including myself, like to explore the galaxy Bioware created at our leisure.  Having a "clock" always ticking above our collective heads creates a sense of having to rush through the game.

I was thinking of the Reaper IFF trigger and then how you pretty much have to go get your crew if you want them alive.

And. is correct.  The patch they released made it possible to increase the timelimit to a very large amount (15x longer than standard, I think.)

Numerous third party mods, however, removed it completely.
