Why? The only person on the council who could possible still have been alive during the Morning War would have been the asari councillor. Everyone else you would be punishing for the actions of their grandfathers or great-grandfathers. Hell if you believe the current council should pay for that then you should also believe that the current generation of quarians should suffer for the mistake their ancestors made 300 years ago.
It's easy to seek revenge but it takes a real man to forgive. Tali would forgive the current council, would you?

Legion paragon: you apologize how you shouldn't have treated him differently for being synthetic. he forgive you and makes the joke "our studies of organic humor grant an 89% probablity of you expecting us to say: You are only human."
Legion renegade you tell him you were lying to her because she acts on emotion and he on logic so by appeasing her here the mission can go on. legion even comments "that is dishonest" he forgives you stating that you treat them both in a manner that is consistant.
Tali paragon you let her see that she's leting her prejudice get in the way and if it were the other way around she'd do the exact same thing. she gets in your face though which scares me more than morinths rape face.
tali renegade is you convince her that they need legion so the geth can soak up enemy fire in the coming war. she admits you're right.
of course going against tali negates her romance completely so yeah...

Also I just watched the video, and I don't think he specifically means wiping the quarians out, but that the geth are willing to fight for their existence and that they're taking this very seriously.

So I figure we can gloss over the fact that those bacteria present in Shepard's mouth are what most likely cause Tali's allergic reaction. Assuming Shepard is able to sterilize other areas a little better thanks to Mordin's advice, the enzymes present in both Tali's and Shepard's mouths could very likely cause issues of their own, perhaps triggering taste buds (sweet, salty, bitter, sour, and savoriness) and likely even a tingling sensation!
Of course the most likely outcome is that both tongues would swell and they would choke to death... But they didn't so likely the kisses only caused minor, hopefully pleasurable sensations different from normal kissing.
I'm pretty sure my friend's wife is worried about me at this point, but I thought I would share that interesting bit of insight.
Oh and he's off to order ME 1 online. :innocent:
