Because he's dead. He thought more of the saftey for the Migrant Fleet, like almost any other qurian. He couldn't get over the death of Tali's mother, and decided to try and suppres it by doing more work.

And he's clearly showing feelings for Tali when he says that she shouldn't suffer the consequences for his actions on that data log aboard the Alarei.

if you collect the amor (that means you don't take Wrex with you), the next time you talk to him you give to him auto.
if you just kill the turian guy Wrex doesn't mention it.
The only time he get's mad at you is on Virmire and there you can reason with him.

Because some people are capable of excellently expressing thoughts, strategies and theories and are equally capable of giving orders and leading the team but cannot find the words to express the swells of pride or the soaring rapture of love without putting a foot in their mouths and hurting the loved one.

In short, because he's an idiot and can't say "I'm proud of you" without adding "but you were slower than I'd hoped" or "You look lovely" without "but why not try a dress that doesn't make your ass look huge?" and so just doesn't say anything... that wasn't short at all was it?

Either that or he's got way too much pressure on him to allow himself the luxury of those moments of sweet weakness.

@Jazz I sorta feel the same way about Rael, except on top of not knowing how to express himself, he was an Admiral and had a lot of work to do.

Rael reminds me a bit of Denethor in Lord of the Rings only he isn't being controlled by the Ring. He was completely engrossed in his position and Tali is like Faramir (without the favorite brother) trying to do her best and never pleasing her father.

And like Gandalf said "Your father loves you, Faramir....he will realize it before the end".

I like to think Rael remembered he had a loving daughter and how much of a failure of a father he was right before he died...he just didn't say anything into the transmission.

*Rael drops to his knees...bloodied and about to have his door broken down by geth to end him. He looks up at the ceiling and, almost laughing in madness, exclaims "My daughter......My daughter!!"*
