If you can't see the logic behind Zaal's idea, even if he'd like to live happily on some other planet, then you are a shortsighted. Even if there would be a peace, or war, or total control over the geth. It would be wise in any case to have the non-combatants off from the fleet, safely on another colonized world.
Zaal is actually the only one who cares about the wellbeing of the quarians. Other admirals have personal interest at stake, Zaal doesn't.

That is what I always thought of Rael. He was so focused on saving his people, for Tali, that he lost sight of his own inspiration.

The equivelant of a father who is never home for the family, working for the sake of his family.
