You need a loyal Garrus, Jacob, or Miranda to lead the fire team or she will die.
Tali herself also needs to be loyal.

And when I learned about Tali in ME2, I couldn't go ahead with my original plan of "plow Liara and get a smoke".  So my Shepard and Ashley never fully did the deed since I didn't bother to develop either of them romancewise.

but i was on the flotila and have talked renegade to the admirals and tali then was happy and because these are loyalty missions also loyal then!! and i was also on illium and miranda was also loyal!!
