Tali has spent her time on missions away from the fleet. Besides, if you lived in a city of 17 million people, there are people I'm sure you wouldn't have heard of. Xen sounded like she just joined the board, Tali probably hasn't had time to meet her.

We really don't know. I just think of Xen like Morrigan, and kind of put her in the same maturity and age bracket.
