The Illusive Man was alright... but it wasn't the same... there was no resolution.
A TIM boss fight would probably be a little silly, with him climbing into a big mech or something. Or, he's suddenly revealed to be a combat monster due to his hinted at cybernetics or something. This route would be kind of intriguing, but since it wouldn't be apparent until the moment, he still wouldn't produce Saren-like anticipation of the conflict.
I'm personally VERY fond of the idea of the Council sending a Spectre to bring Shepard in. Role reversal. Now Shepard is in Saren's shoes, and he has to outwit someone who thinks he's doing the right thing, but it's all backwards.
Also, the spectre will be voiced by Ron Perlman.

TIM was just that high position guy who gives you crap assignements. Even if I didn't like him at all, he was never so theatening as Saren was. I felt Saren's power. His will and his motivations. TIM is just a cardboard cut-out for me. I couldn't really understand his thoughts, therefor, I never really cared.

I think they wrote TIM to be like Xanatos. The master manipulater who lies through a smile.
They forgot the part where Xanatos is a badass who also happens to take the hands on approach. If they had gone more of that route, things could have gotten interesting.

It would be even more awesome (assuming that this guy will be voiced by Perlman) if you could later convince this Spectre to your case and have him join your squad as a selectable member.
