We wanted people to feel something. We want them to almost sympathize. We don't want them to agree with her views in the second game, but the next time you hear her express them, we want you to be able to say "You know what? I really can't blame her for feeling that way. I don't know if I'd be different in her situation. If I have to kill her in 3, I'll do it, but I'm going to feel bad about doing it."
Doing that requires we take a heavy stance. We accept that, we've discussed alternatives, but have stuck with what we think, hope, will work.

Purposeful death? It's not beyond the realm of possibility for her to take matters into her own hands.

I don't think she'd be so upset over it. Shepard is back, and there's no reason to let the past haunt you.
