Wait, they know he is a spectre for  you? Every time i do that mission they act as im another average joe, I always get my spectre status before doing them too.

They don't know at the start of the conversation.  When the C-sec officer threatens to arrest you, that's when you say that you're a spectre (or former spectre if you haven't been reinstated,) and then he walks away.  So you would have to make it clear to them earlier I guess.
