If they thought that, they would have acted by now. Any war in their situation will have too many civilian casualities, and casualties in general for their race to sustain, and they know it. They aren't going to war unless they know they can win, and even then, the only reason would be to reclaim their homeworld. You don't go to war just because you can win.

That quote is pretty much my point. In the geth's view, every time the quarians have thought that they could win, they have acted. And they haven't acted yet, so they either don't have an advantage, or they're going to act soon.
Again though, my whole point is that the quarians right now have a reason to fight. The flotilla will be unusable in under 100 years, they need to find a planet now, and Rannoch is the ideal solution. The geth are in the way, and haven't reached out for a peaceful solution. Why wouldn't the quarians fight? What's the reason to fight in 200 years when the quarians are living peacefully and the geth are floating around a random system peacefully eating asteroids?
