I don't think she'll be bewilered at all (she's very intelligent), at most just thinking the formality is excessive. But really, we have no insight on how weddings are conducted in Quarian culture, besides the fact that they have marriages.
Tali would likely have a different headwrap, Though I am unsure what color would be a good symbol for commitment for Quarians. I am thinking it would be colors similar to whatever heraldry/symbol is used for the ship she serves on - so she would probably white, black and gold (or blue and gray if back to the oldschool colors).
Also, I could see a symbolic Enviroment Syncing being the crowning moment of the ceremony.
It would be cool if, in Quarian culture, the couples had a part of their suits that was identical - likely one of the arms. So having Tali get the Red and White N7 stripe after marryning Shep would be cool. Then Shep could wear a uniform(when not in armor) with the same stripe.
Perhaps they do what Tali does in order to be with Shepard? Sense marriage is a comitment of trust, they create a climatized room and steral room in order to show their trust of each other. As well aas all those immune system boosts pills, shot etc. I imagine the Admiral or whoever would do this as well, most likely admiral sense it is a military culture.
