Don't say love, but imply it. Love is used way too much to the point where now, it has lost it's meaninig.

"Say it again."

Shepard's hand glided along the bare skin of her back, all silken smooth and flawless flesh as he whispered those words he had been waiting so long to say.

"I love you."

Tali's lips left his, a smile spreading across her face. It was a face meant to smile.

"I love you, Shepard."

That did not move me at all. Love you is two words that if been thrown around way to much, it has no meaning at all. You can make a romance scene without using those two words and still have a touching scene.
