Physical age is meaningless. Your physical age could be drastically different from someone of the same biological age as you, but you don't get to delete years from your biological age because of it. You could be declared dead for 4 minutes, that doesn't make you 4 minutes younger when they revive you.
There's a difference, Shep didn't exist for 2 years. He was born 31 years ago, but for all legitimate applications to every day life, he has lived for 29 years. Someone born on leap year saying they're 5, and Shep saying he's 31 are the same thing; technically true, but practically not. We can stay technical all we want, but in the end, the person born on leap year can't be tried as a kid for murder, and Shep isn't really that old.

But having said all that, I'm not entirely sure if I buy Tali has being 24. I know the website shows her age as 24, but it also says Grunt is 22, Mordin is 50, Samara is 600, and Zaeed is 40. If we're going to a direct correlation of quarian ages to human, I'd say Tali was about 18 when she was sent off to her Pilgrimage because I view the Pilgrimage as the quarian college experience. Even if that puts her at 20 and Shepard at 31, that's not anywhere catastrophic.

Salarians don't live much past 40. If Zaeed is 40, that means he founded the Blue Suns at the age of 20. Samara says in the game she's nearing 1000.
You could come up with explanations for how Mordin lives ten years past the Salarian expiration date, why Samara rounds up from 600 to 1000, and how Zaeed can manage to fund what will become a powerful merc organization at such a young age. But I'm not really going to buy it. Anyway, Christina Norman already said Mordin's age was wrong on the website.

At some point during his rebuild, his heart had to start beating (even if not on its own) and his brain had to start firing electrical impulses. The pedophilia argument is idiotic anyway. Nowhere in our world (that I know of,) is the age of consent 22, let alone 24. It also varies widely from area in one country to another, let alone from parts of the world to another. Applying the rules for your specific area to a fictional alien race is crazy. Its very clear that Tali is an adult by her and our standards, age isn't important.
