Pilgrimage =/= College. In one your still learning a lot of things about life, the pilgrimage is a trial by fire. If you go into the pilgrimage with the readiness that the average 18 year old goes into college, you're dead. They have much more intense training and preparation, and college seems a lot more equatable to the 4 years of preparation before they leave on their pilgrimage to me. If we're going to a direct correlation of quarian ages to human, I'd say Tali was about 18 when she was sent off to her Pilgrimage because I view the Pilgrimage as the quarian college experience. Even if that puts her at 20 and Shepard at 31, that's not anywhere catastrophic.
I suspect Tali of being pushed to finish her schooling at an accelerated rate than her peers anyway.
