Biological children you mean. I personally would prefer the adoption/foundling route (ie, Raela). Biologically, the two are incompatible. Could Mordin do it? Likely. 1.) human and quarian reproductive processes are similar
2.) DNA is roughly similar
Probably more I am missing. Anyway, presuming all of that is true, it would require massive genetic work to do. And after all of that, would need to be viable and implanted into Tali. This is presuming, of course, she could carry such a genetic combination to term.
