Rael and his team are both dead. They can't really continue the experiments. And the Quarian government is considering war, they haven't declared or started it yet. Just considering (which they've probably been doing for the three centuries they've been wandering anyway).
Legion's perfectly right to warn his people (as in watch out, keep your guard), but not to endanger the Quarians and hack someone's personal property while doing so. Both Legion and Tali know that the Geth knowing the location of the Flotilla would result in war (as the Geth would seek retribution, by Legion's own admission).
Basically, Legion should have contacted Shepard and not tried to steal property. Tali should have informed Shepard before turning a gun on Legion. They both have done things wrong (Legion: theft, possibly starting a war, Tali: not talking to Shepard), but I don't think siding with Tali is so bad. Just IMO.
