Disregarding Shepard and looking at squadmates from both games, which two do you think would work as an optimum squad with Tali? Not just looking at her powers from a game mechanic perspective, but thinking about her personality and how you image her fighting style actually works? Who does she compliment? Who brings out the best in her own abilities?
While I like to use Legion and Tali as my unstoppable Combat Drone duo, I don't actually see them being an optimum squad together. Tali has agreed to work with Legion in the game, but she has a lifetime of distrust against the geth. They can work as a squad, but not the optimum squad.
I had figured that Tali would work well with a tech-oriented squad, but one that bring different combat skills to the mix. I think Tali is particularly well trained to the close quarter combat that comes with living in the close quarters of a ship, hence her shotgun and pistol. She also seems to have military style training, so I don't think she'd work well with some of the squadmates that prefer to work outside of strict military protocol, such as Jack, Liara, Thane, Wrex, and a couple others.
Garrus seemed an obvious choice to me, especially if he kept the position of sniper who can get a good look of the battlefield from afar and direct Tali to the best locations of attack. I know Kaidan is generally not popular, but he's unconfrontational, calm under fire, and brings biotic, medical, and tech skills to the group.
Other thoughts?

Garrus is indeed an obvious choice. He's got the long-range and direct damage that Tali lacks, and has an answer for biotics (concussion shot) that she also lacks.Pacifien wrote...

Miranda would be good if she wasn't Cerberus. I have this theory that Tali needs a leader to work really well. But again, we've got Garrus for the leadership role.
I'd suggest, however, that Thane might be reasonable. He's low key, does what he's told, and has more long range power and biotic countermeasures. He's long/midrange (sniper/SMG), so he can help either party member. Plus, he stands to make good use of the distraction the dron provides.

Honestly, I think Tali could learn to get along with anybody as long as they are willing to prove that they're worth it. An optimal squad could be just about anyone, really. She just seems to me like someone who can put personal prejudices aside for the greater good as long as the people she needs to work with prove themselves to be trustworthy through actions and behavior.

Garrus indeed is the other one to fight beside her. Old friend so there is the much needed trust and knowledge of each other's weakness and strenghts. Also he is an exceptional leader and tactician and a sharpshooter.
As for the other, if can pick from ME1 too, either Kaidan or Wrex. Mostly Wrex in my opinion.
As the optimium squad would then have lots of firepower (assault rifle, sniper, shotguns), tech and biotic skills. One to disrupt the enemy (Tali), one to lead and pick out high-priority targets (Garrus) and the tank (Wrex).
While Wrex is indeed an old krogan battlemaster, he knows what fights to pick up, knows few or more tricks to balance the battle, also an old time ally and a friend for both. And it's a krogan.
And as for what brings the optimium out of Tali? Well, for that you'd need Shepards leadership skill.
