The Quarians need to establish themselves as a power in the galaxy before they should, if ever, be on the Council. They need a planet to settle on. The Salarians, Turians, and Asari have had millenias to cultivate their empires. The Quarians only have ships.

Whaddya mean "if"? The Quarian's have alot they can offer humanity, they're the only ones to make an AI other than the  Protheans and Cerberus (that we know of).

Who knows what else those bucketed minds can come up with.

I think the Quarian Empire, or whatever it might have actually been called, was a much bigger player in the galaxy before the Morning Wars. Consider the fact they they were a spacefaring race the longest and created space stations that could be compared to the Citadel in size.

The three big players were the Council, the Terminus Systems, and the Quarian Empire.

The Council turns their backs on the quarians, in the interest of removing one more factor in enforcing their own laws.

The quarians were a council race.

Let's follow up on the hacking issue.

Real world, that is a valuable skill set.  Governments use substantial resources to keep information secure, and to compromise information held by other governments.  Organizations do the same, although to a lesser extent.

But the Quarians have those skills, seemingly in abundance.  Since they seem to be despised, they probably couldn't get government jobs - but they would be perfect for those who wanted that information.  And, because their reptuation is already bad, the downside would be minimum.

Speculation: the Shadow Broker, and perhaps a variety of others, use Quarian expertise to compromise computer networks around the galaxy and on the extranet.  They get revenue or other resources in payment.  This would tend to keep them unpopular over time.

On the other issue of cottage industries, consider Iceland.  Small country, problems with import/export, poor after the bank failure.  Unpopular after the Icesave debacle.  They sell some of their specialties - woolens, for example.  I would think the Quarians would have some specialized things they could sell in the galactic market.  Keep in mind, their labor costs would be minimal...

The Council took away the Quarians' embassy after they just lost their homeworld, that's like kicking someone while they're down.

I don't see the treatment of the quarians by the council as a punishment at all.  The way I see it, it must have been getting tougher and tougher treating a galaxy wide race of billions like a second class race.  The quarians had to be pushing for a seat, but that would upset the status quo. 

All of a sudden, a perfect opportunity to get rid of them and add a scapegoat for future events pops up.  Too easy for the council.  They can use AI being illegal as a justification if they want, and I'm sure they would, but no way the aari get that treatment.

Interesting theory. It's true, the Council seems to regard certain other races as lesser. I have to think about this one.

They probably saw the planet better in Elcor hands. I can't say I completely disagree with what the Council did. If the gravity on the planet was deadly to the Quarians, I wouldn't give it to them over the Elcor either.

The fact they oppose the Council, the only real galactic-spanning government, makes them a power in their own right.

Council races are listed in codex. Quarians were never one.

After the war, I bet the council races are weakened. Then the quarians can just swoop in and take over everything. I'll make sure they'll have a passive role in the Reaper war to make it happen.

Having an embassy seems to imply that the race could be considered for the Council at some point, and thus is playing by the Council's rules.  Note who doesn't have embassies:  the batarians, the krogan, etc.  All the outsiders.

The fact that the Council kicked out the quarian embassy for breaking the rules suggests that having one isn't just a matter of "hey we want to talk."

I have more of a problem with the method rather than the actual decision.  Its not like the quarians will be staying there anyway once they get Rannoch back.  From what I recall, the quarians didn't take the correct steps in colonizing, and the council had a right to give the planet to someone else.  That didn't mean they needed to use the opportunity to kick and threaten them again just to assert dominance or something.

I definitely wouldn't put it past the Council to put their own superiority over another species.



Quarians were definitely the most technologically advanced race before the Morning Wars, they let them almost get exterminated and still wont work with them.



Krogan were becoming extremely powerful, they released the genophage (This could be justified, since the Krogan aren't exactly the best neighbors)



Now the humans are vaulting up the food-chain, so to speak, and the Council has nothing but cold shoulders for them thus far.

But we don't know if the Quarians had been the most technologically advanced. If anything, I'd say that the Asari are the most technologically advanced race in the galaxy in Mass Effect. They found out about FTL travel the soonest and quickest, and they found the Citadel the first. I think for AI to be even illegal, it's very possible that other races had develop them before or came close.

I'm a fan of equal representation personally.  Not big on 3/4 races getting to decide how 15 live.

Still, allowing genocide to occur because the quarians accidentaly broke the "no AI" rule is a strawman arguement at best.

There has to be another reason.

Or they really are just malicious.
