No - in a decapitation attack, you would remove the senior leaders, then bring the existing organizations into the new government.

Make sure you get a reasonably compliant puppet, and create some appearance of legitimacy.  Use various incentives to persuade societal leaders to support the puppet.

As for rebel groups, and as you suggest, people want stability.  Provide it, along with abundant propaganda to remove legitimacy from the opposition.

Over throwing the council over abandoning the quarians three centuries ago? That is the worst decision I've ever heard.

Most of you guys grew up in North America and Western Europe, so you've been cozy enough that you can consider that someone else could do the job of running a nation better than the current leaders.

I'm an immigrant from South Africa and have been living in the States for over a decade. The most important thing I've learned is that the status quo is the greatest thing ever. Even your darkest days would be the golden age of South Africa. I'm talking about a nation that is the rape capital of the world and has one, if not the highest, rate of violent crimes in the world.

Now let's talk over throwing the council. First you would need to almost completely wipe out C-Sec and the Citadel fleet, because they aren't just going to stand by and let you or who ever you plan to instate run the council. Right there you just killed maybe a million C-Sec and military personal and in the process destroyed the wards at the same time.

So you've got your little government in place run by whoever you choose. Looks good doesn't it? It's not, after thousands of years of being run rather effectively by the council (the council has to at least be as efficient as the EU or the U.S. government) there are going to be plenty of people who will realize that for all it's flaws the council did a pretty damn good job at what it did. Now you're going to have underground revolution groups wanting to overthrow you. You're going to have to bring down an iron fist only making people hate you more and further agitating the public. It will get worse and worse and you'll realize that in your attempt to forcibly make the council pay for their past crimes, you've only made things worse.

 

Lets not forget the  current  Councilors can call on their respective   Government Military's for Aid so  add the Turian Fleet  with its 36 dreadnoughts, the Asari  and their 26,   Salarians with 16 and  humans with 8 plus each own respective  fleet... On top of the fact that  the galactic economy  would fall apart from that level of Coup...   You sir are hero.

I expect better from a government that claims to represent everyone's best interests.

Only time that works is when the goverment is so hated that everyone wants it gone. The council is not hated, it's well run enough that everyone wants in on it.

Just playing Omnicide till I can go back to ME2 and see what Tali has to say on the Overlord DLC, can't wait to play that and Splinter Cell Conviction.

Overlord is just a new place to kill the same old things.  Pointless.

I believe in it, so I use it to argue against dangerous ideas. If say we were living in an oppresive dystopia I would probably support revolution. Our current government is in no form such an entity so I see no point in revolution.

True... The  would be still the major flaw in a  violent  Coup  of the  Council is that its is  not a ruling  body it functions just like the UN. a mediating and peace keeper. You still have to deal with the vested interest of the Alliance,  the Turian Hierarchy, the Asari and the Salarians.  the Most dangerous being the  Hierarchy( numbers and Fire power) and the Alliance(Tactics)

 i believe the US is doing fine but I don't approve of dicouraging others free thinking.

Tyranny of the Majority stops people from voicing their oppinions sadly.

I've got no problem with people voicing their own opinions and attempting to change the system through voting and other methods. It's when people start talking revolution over phantom fears and disputes that I attempt to discourage them.
