IIRC, in Ascension, doesn't it say that quarians can be given special permission to be excluded from Pilgrimage for certain reasons? Although, I think it has more to do with those quarians possessing skills indispensable to the fleet; however, given the quarians' sense of community, I doubt they would cast Veetor out for not having completed his pilgrimage. Given his mental state, I doubt he would ever be able to last outside the Fleet for any considerable length of time. Even before Freedom's Progress, I think it was a mistake to think Veetor would be able to cope on pilgrimage.

Maybe he was somewhat mentaly stable before the attack on Freedom's Progress? Tali said that he was just nervous in crowds. Nothing special about that.

I just got this wicked realization!

Veetor will be a first Quarian Spectre!

You ask how, I tell you how.

1. Veetor is a spacer.
2. Veetor is a lone survivor.
3. Now he only needs to do something big, and bling! Instant Spectre.
Edit: 4. Veetor is also a ruthless quarian, killing his own people with hacked mechs.

Just have to make sure it's not Shepard who is evaluating him (might end up dead) or doesn't force Veetor to come after him. (Punching the admirals and councilors might be a good enough reason for it)

Although, the way she says it if you choose the 'Have you found him yet' option, not to mention that Prazza says, "She means he was unstable" suggests that they knew there was an underlying condition there. Still, I like Veetor. Actually, I hope he takes Rael's spot on the Admiralty Board, because he'll be a lot more sane than the current members. Especially Xen!

Kal? The marine who couldn't kill the geth on Haestrom with 12 marines? While Shep goes in there and kills like 200 geth alone.

And without Shep's help, Kal wouldn't survive from there. But Veetor did.

yeh but veetor did reprogram it while mentally scarred, facing the entire collector..erm collective AND trawled throught possible miles of survelance footage and peiced it all together..wilst being hasseled by the prospect of being captured

OR it was just deactivated while he reprogrammed it, like that mech Shepard can reprogram on Omega.

Takes nothing to do that.

And it's hard to hack a door when someone's firing rockets at ya.

Kal tries take on a Geth collusos while injured he is as tough as they come, he is smarter then he looks he knew that Tali had the evindence even if you didn't show it.
