Chosing her as the first leader results in the specialist's death, not hers. Its the second leader who dies if they are bad at leading

No, that's not necessarily true. I'm talking about the Quarian government. She's already disagreed with the Quarian government on what is for the "good of the entire flotilla." The Admiralty Board wanted to exile her in the first place, which she disagreed with. Not only that, she also lied to the Admiralty Board essentially. She can also disagree that her being an admiral is for the good of the flotilla. She really does not bring anything to the board except for name recognition, she has no experience leading ships.

i dont think they are rushing it.  I think they had a story already in mind as they worked on ME2, so they are just building off those foundations.  They are likely putting more resources toward this game now though, and less toward other projects they may have.

I hope they flesh out the story some more and character dialogue and interaction.
