i dont think they are rushing it. I think they had a story already in mind as they worked on ME2, so they are just building off those foundations. They are likely putting more resources toward this game now though, and less toward other projects they may have.
I hope they flesh out the story some more and character dialogue and interaction.

is a good point. honestly, i think bioware could go either way with it, if she isn't recruitable she will likely be an admiral, but that would be wierd, because apparently they want ME3 to pick up pretty soon after ME2. wouldn't the whole new admiral thing take a while to deal with?
