Alright. Mass Effect 3. Do you think Tali will do something more than standing at her workstation and pushing buttons all the time?
Yes.
Care to elaborate?
Depends on Bioware, really. See... in regards to Love interests... they've done them before... and it added something to the story...
But I don't think they realized how much we came to really love the characters in the first game. Then... you have the second game... which is all about the characters.
The result? A team of the most... emotionally engaging... as much as I hate that term... characters in videogames, and media in general. You care about them. ESPECIALLY the love interests. I don't think Bioware was expecting the reaction they got in terms of how popular some of their characters are, especially the romances.
What they do with that is up to them. I'm hoping they acknowledge that and expand on it in 3. Result? Characters. especially love interests, have a vested interest in teh main story, more exposition from Shepard through them, and more interactivity on the Normandy. Like the Cuddling thing. Maybe some minigames. Target practice. Chess with Samara/Morinth, that kind of thing. Maybe have some of them walking around, doing things. Interacting. REALLY bring the feeling of team and family to the front. More so with Love Interests.

Oh, nicely done, Rip.
I would also like to see some interactions/conversations between two sperate characters, like...Legion and Grunt.
Or one character will state his/her opinion about another character. That's not a obvious match up, like Jack and Miranda.

Another recruitment run would just be a sign of laziness.
And it would make no sense for characters like Tali, because she has sworn her loyalty to Shepard and the Normandy. Not to mention that she loves him. No reason to run away on some mission the Admiralty Board wants done.
