It's practice and theory.

In theory, it's all military, like ours.

In practice, people probably talk about it, and build consensus in an informal way, and would promote her if they wanted her to be an admiral.

I think this whole "quarians vs geth" thing is overrated. What's done is done. Only thing we can do is learn from the mistakes and move on.

And I'm all for peace, by the way.

They never revealed much about the Conclave in ME2, that could be the driving force, too.

Well, Legion says that every time he tried to do that, he was shot at. When one side already sees you as a threat, things aren't going to soften up so easily.

Thank God we agreed.

Let's see, what are Tali's other flaws? She gets pissed off and frustrated in the conversation near the wall console in her loyalty mission. She's not very confident in the romance. She turns a gun on Legion without contacting Shepard first. She's hostile to Jacob despite him trying to be polite. She's disrespectful and defiant to the Admiralty Board. She dislikes her father.

See what I mean? Tali is a flawed character, and I love it. It adds complexity and character. She's a strong woman.
