It's true, but Tali (understandably) seems to be excusing the Quarians from their guilt. The Quarians had a hand in this. The Geth had a right to defend themselves. What makes the Morning War not a black and white issue is the fact that AI was illegal and that the Geth nearly comitted genocide on the Quarians themselves. They are both at fault for not even attempting to communicate peace.
The issue in this statement is that the Geth did not think "genocide", they came to the conclusion that the Quarians would continue to fight back. If you are locked in a battle with someone, and you have no way of knowing EXACTLY how they are going to respond to you laying down arms (and the worst case scenario, along with being probable, in that situation is the Quarians utilize that instance to shut them down for good),That's your problem. I certainly would. Nothing is going to change if I don't try to communicate with them. The war will just keep going.there is no way in heck I am going to stop and say "hey let's talk this out" while the other side is still intent on killing me.
