It grew out of discussion about just what Shep meant when he suggested all Veetor needed was a pretty girl.  It seems like Shep is referring to the doctor, who actually has a name, but it escapes me right now.

Is that suggestion part of the fanfic, because I don't know if it's in game. Neither do I remember is the doctor's name mentioned in the game either.

No, Shep says it if you use the "rally the crowd" option and then talk to Veetor afterwards.

The ME wikia has a name listed for the doctor, so maybe her name is shown if you have the subtitles on or something.
