Im very nearly in the same boat as you, those are my two favorite loyalties and recruitment missions, the main thing that really tips the scale for me, besides Talikglaser wrote...
Killing Mission = I stayed up all night IRL. srsly. BW had me in their grasp. /shakefist
But, let's discuss Tali (even tho' this might get me lynched, ahem)
My two fav. loyalty missions in ME2 are Garrus's and Tali's. It's a very close race for me.
Please to be convincing me that Tali's is better. (Leave the insults at home, please, if they are part of your arsenal.)

Honestly? I think it's unfair to compare them. They're both really good missions. With Tali's, you get a sense of family, like your little sister/best friend got into some serious ****, her dad is dead, and she has nobody there for her but you, it brings you together on an emotional level. You feel bad for her, you want to help her. You feel something as she's breaking down. You dont' want her to cry. You don't want her to be alone. You don't want her to be trapped in a fabric prison she hates, or forced to scavenge to prolong a life where people look down on her and mistrust her. She needs more than a father, she needs a friend. Someone who cares about her enough to stand up for her when nobody else will.
With Garrus, you get a similar experience, but a different feeling. He's like your brother or best friend, who looks up to you, and when you were gone, tried to be like you. He lost everything. His whole team. Could you imagine if Miranda or Jack killed your ENTIRE team? Tali and Garrus included? It's about revenge. It's about this guy who has been there for you every step of the way, and he has this thing eating at him, turning him into a monster. When you hear his voice cracking, when he's telling you he NEEDS to do this, when he stands up and says he isn't you, that Sidonis needs to die, you get a sense of just how far Garrus has fallen, and that you need to be there as a friend for him. You have to save him from himself.
At the end of the day, you realize that these two people have changed a lot over the past two years, and definately not for the better in some instances. But the feeling you get is the same. They still need you, and you still need them. They know you've got their back, and you know they have yours. You're family to both. That isn't something you can divide between the two. It's not something you can compare. It's different for both, but the value isn't.
