With Garrus, you have to give it a bit more thought. With Tali, she's there, she's crying, you want to hug her, you do.
With Garrus... it's more... brotherly... in a sense. It's more "What would YOU do Shepard? What would you do if someone killed me and Tali? I lost it all trying to be like you. I had a team like you. A team I cared about, that filled the hole of when you were gone. I want this guy to pay. I don't care about being a spectre, I don't care about C-Sec, I just want to kill him. I want him to die." He's turning into a monster, into something twisted, no better than Saren. If you Renegaded him, this is just one more black mark on his soul. If not, you really get a sense of just how much it's tearing him up inside. He's a soldier, so he doesn't let it show like Tali does. But just look at him. He's not joking. He's not smiling like when you two first talked on the Normandy. This isn't Garrus. This is a heartless, vengeance craving lost soul, and you're the last thing standing between him and Saren. You have to read between the lines a bit more. Once you understand that... and you hear his voice breaking when he says "...the thought, that Sidonis could get away with this..." You can hear it in his voice. He's angry. He's bitter. He's drowning, and you're the only lifesaver he has left. Tali needed a hug to console her. Garrus needed someone to save him from himself. Could they have added more dialogue? Maybe. But honestly? If you read between the lines a bit... and put yourself in his shoes? He really doesn't need it.

Now, for the first time, Tali stood before that computer, her hands trembling with apprehension. Shepard was to her right, hand upon her shoulder, but even that friendly gesture had failed to steel her nerves. Tali had never imagined that a simple message would cause her such fear, but her shaking limbs gave evidence to the fact that the closed missive upon the screen was doing just that. Shepard slowly began working his hands down onto her hips, where they rested as Tali finally activated the message.

Tali'Zorah, formally of the Rayya, formally of the Neema, current Exile aboard the SSV Normandy:
This communique is to inform you of decisions made by the Admiralty Board on the first day of the year 2189 of the Common Era, regarding your status as an established exile from the Migrant Fleet.
Request 1.001: Your request for a second trial in regards to your sentence of exile is hereby declined.
Request 1.002: Your request for a permit to cross past the Perseaus Veil is hereby denied.
Request 1.003: Your request to be allowed to land on Rannoch is hereby denied.

Shepard finished reading just as Tali did, but he hadn't had to read past the request responses to understand what had happened. The young quarian's dreams of living without the suit she hated so much would never be fulfilled. He moved to comfort her, but Tali was already moving. With violent strides she traversed towards the door of his cabin, her hands balled into fists. "Wait, Tali..." Shepard tried, but the quarian kept moving until she stood within the elevator. With a fist she slammed the button that would decend the elevator to the Engineering Deck, before turning to face the human.
"No..." She began, surprising Shepard in that her voice held no anger, no hatred. Instead, only an anemic despression resonated in her tone. "I'll be in Engineering..."

I only exiled her in my PURE renegade playthrough... that way he could have Tali all to himself...
