With Garrus, you have to give it a bit more thought. With Tali, she's there, she's crying, you want to hug her, you do.
With Garrus... it's more... brotherly... in a sense. It's more "What would YOU do Shepard? What would you do if someone killed me and Tali? I lost it all trying to be like you. I had a team like you. A team I cared about, that filled the hole of when you were gone. I want this guy to pay. I don't care about being a spectre, I don't care about C-Sec, I just want to kill him. I want him to die." He's turning into a monster, into something twisted, no better than Saren. If you Renegaded him, this is just one more black mark on his soul. If not, you really get a sense of just how much it's tearing him up inside. He's a soldier, so he doesn't let it show like Tali does. But just look at him. He's not joking. He's not smiling like when you two first talked on the Normandy. This isn't Garrus. This is a heartless, vengeance craving lost soul, and you're the last thing standing between him and Saren. You have to read between the lines a bit more. Once you understand that... and you hear his voice breaking when he says "...the thought, that Sidonis could get away with this..." You can hear it in his voice. He's angry. He's bitter. He's drowning, and you're the only lifesaver he has left. Tali needed a hug to console her. Garrus needed someone to save him from himself. Could they have added more dialogue? Maybe. But honestly? If you read between the lines a bit... and put yourself in his shoes? He really doesn't need it.
Totally agree with you about Garrus what could have made the scene hit home more would be if you took the Paragon. You and him could have actually had a fight almost like what you had with Mordin during his Loyality mission. Because there are rare times you have to push you friend to talk about something even if they don't want. The trick is knowing when to do it. Nothing some where Garrus breaks down but you get enough emotion of the fight to realize how torn up and angry he his.. kinda ending with him asking Shepherd how he or she does it. How do you tell someone their mother/father/wife/husband/brother/sister/son or daughter that there love on is dead and its his fault. Even if in reality we not is not but one of the best about leadership comes mind when i think about garrus..
