I think they do.


Communications
Real-time communication is possible thanks to networks of expensive mass relay comm buoys that can daisy-chain a transmission via lasers.
Comm buoys are maintained in patterns built outward from each mass relay. The buoys are little more than a cluster of primitive, miniature mass relays. Each individual buoy is connected to a partner on another buoy in the network, forming a corridor of low-mass space. Tightbeam communications lasers are piped through these "tubes" of FTL space, allowing virtually instantaneous communication to anywhere on the network. The networks connect across regions by communications lasers through the mass relays.
With this system, the only delay is the light lag between the source or destination and the closest buoy. So long as all parties remain within half a light-second (150,000 km) of buoys, seamless real time communications are possible. Since buoys are maintained in all traveled areas, most enjoy unlimited instant communications. Ships only suffer communications lag when operating off established deep space routes, around uninhabited outer system gas giants, and other unsettled areas.
During wartime, comm buoy networks are the first target of an attack. Once the network is severed, it can take anywhere from weeks to years to get a message out of a contested system. In systems where a buoy network has not yet been built or has been destroyed, rapid communication means ferrying information through high-speed courier ships and unmanned data drones.

I don't think it uses Relay system in general but only if you want to connect with someone outside of your star cluster.

I'd vote for her. I'd run her campaign. I'd get Anderson to support the nomination and I'd call in all my alien homies to vote for her.

Too bad the Citadel Council isn't a democracy. That's okay. There are ways to game that system too, and Udina might even have a few cards up his sleeve.

Off Tali Topic but I am actually surprised there isn't a legislative body. Via democracy or republic or some other means.

I'm pretty sure the Council Members are still beholden to their respective governments. The turian councilor probably couldn't stay in office if Palavan stopped backing him. Anderson probably couldn't stay either if he lost favor with the Alliance, and so on.

Hey. The Council is not ignorant. They have a legitamite point: they just haven't seen enough evidence to prove the existance of the Reapers, and it sounds cah-raaaaaazy.

Only problem is that A) They aren't looking and B) They won't leave Council Space to look for it.

Besides which, this still doesn't excuse the Turian Councilor for being an ass.

But what really pisses me off is that they acknowledged the Reapers' existence at the end of ME1, but in 2 they act like nothing happened.

"What, that huge spaceship that was bigger than all the geth ships combined? Well, the geth are capable of developing remarkable technology"

And when you tell The Council that Saren was an agent for the Reapers and that's the reason why the Geth followed him, They basically tell you that Saren charmed the Geth....... HOW DO YOU CHARM A MACHINE!?

Honestly, I don't begrudge the council in anyway for not believing me about the Reapers. I mean, come on, I'm asking them to believe that an armada of sentient near indestructible super dreadnoughts waiting at the edge of dark space are going to wipe us all out based solely on a vision I received from a prothean beacon that then blew up. If I said that to you without you having any prior knowledge you would laugh at me and think I was telling a bad joke.



I mean honestly, I play a paragon with an almost infinite level of forgiveness and understanding and I really try at every possible situation to put myself in an opposing characters shoes. I understand every person's motivation for what they do and will never kill anyone unless they give me no option.



That's why I don't hate Zaal'Koris(flame shield). He may have been a dick to Tali but after the trial he admitted that he was wrong to involve her in the dispute over the geth. His willingness to work with the geth also earn a great deal of points in my book.
