Shepard was probably the first alien to ever treat her with any sort of respect and affection (even if at the time it was all platonic) and then he dies and that had to have hurt Tali so deeply. Hell, know her she probably found some way to blame his death on herself at least in part.

It's worse than that...
She had feelings for him in the first game... she admits it... but she was scared to tell him... afraid he wouldn't see past her mask... afraid he wouldn't see her... or want her... because of how hard it would be for them to be together... it was because of what the geth did to her... to her people... that she didn't say anything...
So at the time... she's basically telling Shepard, "I never knew how much I was missing out, a simple kiss, I never knew how much we had lost, the ability to show the people we love our faces..." She's talking about HIM... if you think about it...
