It's taking that one last hurdle and jumping over it. That they have sex is great and all, but it's not the point. The point is, they trusted Shepard enough to go for it. DESPITE having everything stacked against them. Garrus not being attracted to humans, Tali being immuno-compromised. That they overcame those to be with Shepard is... well... it's what makes those romances the best.
Jack's is also brilliant for similar reasons.

No. First time through, I went to go get Legion as soon as possible, then chose to sacrifice the crew to save my ground Team, I wanted to get all of their loyalty first. I didn't find out until WAY later that you could save the crew. In pure paragon playthroughs, I save them. In every other?

Don't get me wrong, there is a VERY strong sexual component, for both her and Garrus. Garrus needs to blow off steam, and Tali... well... let's face it... she's a 24 year old sexually starved virgin who hasn't touched another person since breast-feeding.
My point is that the sex still is only secondary to the relationship, and the fact that they trust Shepard enough to be with him/her is Primary.

Part of the reason she's with Cerberus is for security. If TIM can drop that on a dime, who's to say she won't be under the axe someday?
