Torture can't give a truly lasting impression.  Once he's dead, that's it.  The current generation might remember it for a while, but in a hundred years it'll be lost in the shadow of bigger events.  The death of one man, even the Illusive Man, is still just the death of one man.

Human history is replete with examples of absolutely brutal tortures, far worse than anything this thread could come up with.  I don't think any of them speak loud enough.  Real punishment is about far, far more than physical pain.

If you read Cerberus Daily News: I can guarantee the Vallum Blast gave a more lasting impression than torturing the head of the Hierarchy to death would have.
