While I'm disgusted with Rorshach's beliefs and some of his actions, I really do love the character.
The universe got along just fine without TIM, and once the Reapers are gone, he and Shepard will both no longer be needed. Pointless to build a house when you've already built a city.
These aren't nukes we're talking about. They're people. Children. They are not weapons. They have great capacity for destruction, but so does carpet bombing. Use that in the mean time.
And I saved them. It was a WILLING sacrifice made by the men and women who picked up the rifle and looked to the sky, hoping for something better, not made by autistic children and on the backs and lives of child slavery. Their children will grow up in a unified galaxy that doesn't fear them, but respects them. The Council was not worth saving. What they represent, unity, tolerance, acceptance are. It's not perfect and they have a long way to go, but once this war is over, once I've united the galaxy, it will be worth it. When a quarian and a human can walk down the halls of the Citadel as equals, and not with one owning or subjugating the other, it will have all been worth it to me. Those men and women's lives, and my life if necessary are worth that. When our people are accepted and respected, not hated and feared, I will sleep easy, knowing I made the right choice. It will happen. Eventually. Even if I have to tear down the current council to do it, Anderson and I WILL unify this galaxy. One way or another.
