There was 4-8 conversations for each person in ME2, and a specified character mission of dialogue on top of that. Take out the mission, and its less dialogue for ME3, with the same effect.
I don't know who's hoping for paragon/renegade changing things. Different actions affecting what happens is one thing, but actions affecting all characters just makes them weak characters/Shepard some kind of emotional god. Tali is a strong character, and killing a merc isn't going to make her change her beliefs, in the same way Wrex won't become a paragon because you lecture him on the laurels of ULB.
You haven't played renegade Shepard, have you? Nobody wants their personalities to change (bad word choice on my part), but their attitude towards you if you're a douchebag didn't change one bit. They still lurve you.
And maybe you're right about having conversations, but now it's just a matter of "we've done this already...you can't do the same ending for the LI, but you gotta do something just as good if not better" and will just end up being poorly done.
