Most people never meet a quarian and the ones that do (authority figures, outcasts, black marketeers, etc.) are more likely to be jerks than the average member of the galactic population, I think.
Not everyone who meets a quarian is an authority figure, outcast, or othersuch. Regular crowds, shopowners, people going to and from work on the Citadel or other colonies. Apathy or ignoring them would be the norm, I think, but being a jerk takes extra time and effort than apathy. Perhaps there's an equivalent -or close- amount of saints and jerks in the galaxy. Who knows?
Also, I'd like to think the people Veetor met on Freedom's Progress treated him right... you know, before the monsters came and took everyone. I'd hate to think he got that traumatized after seeing people who hated him get abducted. Even on Illium, Valley Girl Quarian and Slave Girl Quarian seemed to have met some pretty decent people. Friend Zone Turian, if nothing else, is proof that while quarians may have bad reputations and stigmas attached to them, it's not a big deal for most people to overlook them or give individuals a chance.
Like I said, probably not a lot of them, but I think there's a decent amount of nice people out there.
