It's a theme touched on multiple times in the games and books. Pel, Liara, Jack, but it's never actually expanded on. For reasons that will make sense at the end of the story, Jones and I felt this was the best route to take.

You do as I say, and she doesn't die a fever-wracked death...."

As for whether soiled doves can work fully clothed, you might be surprised by what Jones and I have come up with. I won't spoil anything though.
