Mass Effect 3 does not yet have an announced release date, though release timing will be based on maximising both "quality" and "commercial success". Project Director Casey Hudson has stated that development will be along the same kind of time frame as Mass Effect 2, Mass Effect 2 was released 2 years and 2 months after the release of the original Mass Effect, suggesting an early 2012 release, assuming development does end up following Mass Effect 2's time frame.

As they acknowledge, that assumes the same time frame for development.  But ME2 required adapting to a new game engine and my impression is that they will use the same engine (probably with some tweaks) for ME3.  If so, that could shorten the development cycle.

Um, Mass Effect 1 and 2 use the same game engine.

Unreal Engine 3.

But ME3 will also probably be a longer game, with more divergent choices that have to be accounted for, so I'm guessing it'll take as long, at the very least.

They've said that they're developing new gameplay mechanics as well, and I guess that'll take some time.

It's big enough for them to start a new project, like they did with the ammo system for ME2.

I don't think they'd rush it just to get the game on the market, Bioware is always concerned about quality, I haven't ever played a bad game by them.
