Sounds good. It would, as you say, help to lessen the looping "I'm busy" dialogs. What they did with Mordin was smart because he had various different lines to say each time you talked to him when there were no actual additional conversations available. 

I haven't a clue why they did Mordin this way and not everyone else.

I think they devoted roughly equal amounts of dialog to all the characters, but most of it was locked away in the romance paths most players didn't explore.  That leaves... Grunt and Mordin?  Yeah, Mordin got the most of it, but he's "new" (Grunt is "just" another Krogan and we're familiar with them).  Having a Salarian on the team for the first time lets them milk introducing the mannerisms of a new species.
