You are absolutely correct on all points, but this is key.  I have recently concluded that Cerberus is essentially operating in blind panic, desperate to escape the imminent destruction of humanity.

Problem with this is that TIM doesn't condemn these actions. As long as it achieves their goals, it's all fair game in his eyes. Of course we are going to have people like Pel. Hell when you shut down Overlord, TIM says he doesn't condone his actions, but doesn't condemn them either, which is a meaningless statement. He then follows up with lamentation that they lost years of research.

But not all Cerberus are evil. The SR2 crew is a perfect example of that. The only true racist on the ship could be the cook, but he is loyal to me now.

I think Cerberus will come after Shepard... or his LI... The final convo with TIM and Grayson... it's too much forshadow... it's just like when Shepard has his final convo with TIM... and we all know what's going to happen to Grayson...
