Now this is a good ass question. And honestly, I have no idea whatsoever.
Sometimes I wonder if the actual voice actors kind of had a thing for each other and played up to it, but then I think no, I kind of really doubt it.
Other times I fancy that Bioware is desperate to set us up with new romances and push the new LIs on us, and that it's because of that. Then I'm like, no, because male Shep was never insanely flirty with any of the male LIs.

That's the best explaination I can think of personally. Surely, they could have asked them to redo it with less sleaze if it wasn't intentional. But, I don't know how they direct a VA, so I could be way off here. *Shrug*Nightwriter wrote...

A lot of guys seem to hate the typical female love interest (Kaiden is a prime example) who is willing to discuss his past and problems if asked, so I think maybe Jacob was designed to be more of a guy's guy who doesn't talk about his troubles. Unfortunately, they took the 'Jacob isn't a whiner' idea too far and made him a closed-off boring jock.
The voice acting is a big part of the problem too, the actor somehow makes everything he says seem hostile and irritable. And of course the aggressive insta-flirt attitude of femShep doesn't help.
So many little things went wrong with him, I actually feel sorry for the poor jerk. But not sorry enough to bother talking to him in my second playthrough.

I haven't done the Thane or Garrus romances, but does FemShep even get flirty-sounding with them after moving past the 'interested' phase to the 'couple' phase? I've watched both love scenes for those guys and I know she doesn't sound as bad as she does in the Jacob one.

It's not near as bad. I quite liked it. It felt much more natural, and her voice to me was something akin to the way it was in the ME1 romances.

Jacob was complete in and of himself, meaning he was... kind of boring and standoffish. He didn't change, grow, he wasn't really affected by the story at all. He didn't have much to say, either.
Is it a stretch that more flushed out and dynamic characters appealed to us more?

I play the German version, and the german dubbing hasn't got this difference you are mentioning here. Maybe I should compare some youtube vids in order to be able to follow your complaints..

Ashey wasn't intended to be all FAAZAHLANT either, but that's sure as hell how she comes off.

I don't hate Jacob, but I don't love him either. I'd probably like him a lot more if my femShep could have a normal friendly conversation with him instead of acting like a weird MILF in a leopard spotted bathrobe around him.

Some of these are really sexy, but what she did with Jacob just felt weird.
