I play the German version, and the german dubbing hasn't got this difference you are mentioning here. Maybe I should compare some youtube vids in order to be able to follow your complaints..

Deconstructing the stereotypes:
- He's the token black guy of the entire galaxy.
- The sloppy pimp lines (the priiiiiize) and sleaze during romance.
- The uncanny resembelance to a certain Mr West.
- The rather ill concieved facial animations (the lip).
- The enthusiasm to live up to the black guy dies first cliche (offering to go in the vents).
- His affiliation with guns at the armoury.
- His position as the voice of contestation; continually disagreeing with the argument for the sake of it.
- The iffy loyalty mission concerning a black man's harem in the tropics.
It wouldn't be so bad if there was actually any Jacob character advancement, but he remains largely a shut in with conversations that all seemingly end within one minute culminating in a 'leave me alone' message. Miranda; the female Jacob equivalent, opens up, sits down with the Commander once her loyalty mission is complete. Jacob doesn't even undergo a personality shift.
I don't hate him, but Bioware did drop the ball...repeatedly...with Jacob. As he stands, he's pretty lacklustre and hopefully improves for ME3.

When I played ME2 for the first time, Jacob was my most favorite teammate. I see no reason why someone should hate him.

Ah racist, yes your theory has been dismmised. Why?
Because Captain Anderson was a brilliant character and does not have "prrrizzzeeee" in his vocabulary. He might be too old but I'm sure he wouldn't make femshepard feel like some runner up award.
Jacob: Miranda deserves a better man then me....but you'll do fine as my prizzeeeee Shepard...

I like the dude. My paragon shep thinks he is a standup, honest, dude, and would like that entire bro hug, spill the drinks thing going. I think of him this way. My Party going out to spill drinks at the Citadel?
Tali- getting ridiculously giggly and passing out after 2 shots.
Miri- rolling her eyes at the antics
Jack, Femshep and Garrus getting **** drunk and starting trouble
Thane- well looking on with a zen stare if he came at all.
Mordin making hangover cures
Jacob the guy getting us all home safe in one piece because he is the designated driver.
I like him as a bro, and they should have left it at that.
But the romance was just tooo too toothgrindingly, mind numbing painful which made it kind of difficult for my FemShep to even...talk to the dude.
