Well, I believe it is "relative" rather than absolute in terms of token quantities.  There are very, very few people with 12k+ tokens, even fewer with 13k+.  But there are quite a number of people in the 9-12k range.  And as long as you have 10 tokens more than your competition, you're good to go.
