Imagine they just search for both hash tags and then visually weed out the ones that don't answer the question.  Has to be pretty random.

I am curious as well, I would hate to be the guy that has to sift through all those tweets to determine winners. Also, it would be nice to know if they are partial to multiple posting from the same user or if they disregard those who spam the tweets...
