Tali will be in ME3 regardless of fan population - they bought her back because of the community and at this point, it would be silly to just cast her aside, and that is the same for the rest of the mottly crew.
Entire crew will most likely be returning as is Kasumi and Zaeed. Your paycheck is **** if you know the galaxy is going to die anyway.
As for Kasumi potential to be LI - probably 40/60 against our wishes to have her as a LI. 2 years is plenty of time for a relationship to heal up etc, so the potential is always there.

I really want to know more about her. Commuting to work the other day I had an idea for a DLC, where Shepard has to go in and "rescue" Kasumi because she's hooked up to the dream sharing machine from Inception. She's plugged Keiji's greybox into some kind of VI interface that's plugged in to the other side of the dream sharing machine. For all her mystery and skill at being invisible, she just can't let go of the one she loved. Shepard needs to rescue her from limbo before she's stuck there forever, and only with his help can she find closure on Keiji once and for all.
It would be several "layers" deep, with each layer getting more and more abstract and dangerous. If you've ever seen the film "What Dreams May Come", think something like that.
(if you haven't seen it, go out and rent/Netflix it).

Anything goes for the layers. Laws of physics can be bent and re-shaped, clothes change, lighting changes, just about everything changes eventually by the time Shepard reaches Kasumi somewhere deep in limbo. Getting back, you'd need to "ride the kick all the way up" by strategically setting things in the environment of each layer so that the kick would "trigger" when Shepard and Kasumi passed through that particular layer. Sort of like a big Rube Goldberg contraption.

@Bobzill I had several playthroughs.
I have like 4 with the same name, i liked thier moral choices, but didnt want to restart ME1 just to change name/backstory or minor missions. So just made them have multiple classes, I have 2 who havent romanced anyone, both choise different options for kasumis mission, if Kasumi is a LI in 3 though, well that will be my main/canon shep. Tali second, Ash 3rd, and the others last, I didnt romance any guys as I hate kaiden/jacob, and the rest are aliens who look freakish. I never romanced jack, shepard can go on a suicide mission, but no way in hell would he hit that.
