Given the sort of stuff that goes on in Stolen Throne, I don't think you can honestly say the Orlesians are civilised. They are barbarians hiding behind fancy masks and courtly manners.

There's a difference between "state sponsored" and "state sanctioned". I was only saying that state sponsoring would be inaccurate, since then the "state" (if we can call it state in the modern sense, which we can't since it's a feudal society) would actually encourage (financially or otherwise) Chevaliers to rape "low born" citizens.
State sanctioning would be more accurate.

Gah, you're right. I thought you had written "sponsored". Nevermind my previous posts then. Orlais definitely sanctions Chevaliers with a number of privileges, among them rape of lower class citizens.
