 Who is it?  Mine is Garrus, he has the military and leadership experience to command the Normandy properly in my absence.  He knows that troops need motivation and discipline in order to work effectively.  He also knows that you can't have troops ignorant of the motivations of an operation, unlike a certain Assie voiced character.

Honestly, Miranda would be my last choice as Second in command.  Every peice of advice she gives you on the suicide mission gets someone killed, and from what we know about the Lazarus Project she has no idea what it means to motivate. 

If Garrus is with me on a mission then Joker/EDI will be in charge.  Joker is the motivation portion while EDI is the tactical portion.  Together they can be effective at leading.  Everyone else is either a loner or a poor leader.  Miranda is at the bottom.  If I'm gone and everyone else is dead, Miranda can't do any harm.

Garrus, he's the obvious choice for second in command. In the suicide mission I always have him lead the second team

Are we saying who we'd choose to be our second in command? Because I thought Miranda was second in command no matter what.

Have to agree, Garrus seems to me like the guy who's always got your back. Plus you've got that long relationship going.

Wrex isn't a tactician though, is he? He's just a very down to earth, level-headed krogan.

In fairness to Miranda's suggestions, she does say that Jacob would make a bad tech expert (but then again, do you really want Jacob to survive?). She also says that she should be the leader of the first fire team, which is a good idea, if she's still loyal. She also the only squad member that can lead the fire team during the bubble sequence without dying (funny, her skin tight suit can take a shot to the stomach and then Grunt can't...).
I think I'd have to keep Miranda as the second in command, but Garrus is still a close second.

I"M the badass leader, why do I need Garrus? He's my specialist, and the scout sniper guy. He's my go to guy, but not my second in command. That's Miranda's job, because it compliments my style. Someone has to do the paper work.

Jacob. He may not be that interesting, but he's not stupid and I can't imagine him making any decisions that my Shepards would disagree with. My favorite squadmates aren't really ones that would excel as leaders. Can't imagine to many people would be happy taking orders from a Geth.

more experience than garrus, he'd be my third in command for the very reason that he had his entire team killed (though not necisarily his fault), you had to save his ass from mercs and haul him back to the normandy, hecouldn't even get close to tracking down saren without your help. Though this is all probably just his luck, making him the tragic badass, both contrast deeply which makes garrus such a unique character. don't get me wrong i thought he was the ONLY suitable fire team leader. But wrex has always had what it takes to be a great and successful leader.

Obviously a consensus here, thats why after the recruitment of Garrus the illusive man says somewhere it will make Shepard "comfortable".

Garrus is obvious. He led his crack team on Omega and is loyal.

Miranda is an administrator type - lots of theory and little actual experience.

Zaeed may have the experience but is a loose cannon.

Everyone else is not command material.
