Executive Officer by rank, yes.

But by role in story progression, it's interchangeable between Miranda, Jacob, and Garrus.

In the story Miranda is second in command, but don't take her advice.

Samara and Thane have pretty entertaining recruitment missions, but I never really connected with them. And Grunt is my right-hand bruiser. Seriously, having him in your party should provide a +25% bonus to speech.

Honestly, Miranda would be my last choice as Second in command.  Every peice of advice she gives you on the suicide mission gets someone killed, and from what we know about the Lazarus Project she has no idea what it means to motivate. 

Now now, we musn't blame Miranda because Bioware used her to cleverly mislead us on the suicide mission.

She as much as tells you, though, that she doesn't have that fire to inspire people the way you do, and that this is one of her biggest flaws...

Kick ass and take names on away missions,  greets the new crew, and makes a few enemys along the way (Tali, Thane)

Don't forget goes after the priiiiiiiize.

Sure she may be the most technologically savvy crew member, but calling her god's gift to engineering is a stretch.  There's likely plenty of better engineers than her, and as I said before, Gabby and Ken were doing just fine without.

I don't want to get in a massive arguement but several times she is stated as one of the galaxy's best engineers, thats why she's on the team in the first place
It takes more than two people to maintain an engine anyway
